Everton manager David Moyes has requested explanations as to why Chelsea did not suffer a points deduction due to historical violations of Premier League financial rules, unlike his team. The Blues were fined 12.5 million euros and received a one-year transfer ban for their first team, suspended for two years. The sanction, announced on March 16, was due to incomplete financial reports and outstanding payments during Roman Abramovich's era. The infractions in question date back a decade and did not affect compliance with the league's profitability and sustainability (PSR) rules. In contrast, Everton suffered two points deductions in the 2023/24 season, totaling eight points, for violations of the same PSR rules. Ahead of Sunday’s match against Chelsea, Moyes questioned the disparity in punishments. "I don’t think they have sufficiently explained the reasoning behind the fine and why that was the sanction," Moyes said at a press conference on Friday, as quoted by The Guardian. "I think they need to explain exactly what happened here. If they don’t, we will never understand their reasoning," he added. The Scottish manager emphasized that his intention is not to attack Chelsea, but rather to seek transparency for all involved in football. "I have nothing against Chelsea, absolutely nothing, I’m just saying that everyone would like to know; Everton fans, due to the pain they have endured with a huge points deduction, and other clubs as well. Those points deductions may have been correct, I don’t know, but we need to see what the difference is," he added. Moyes also questioned the effectiveness of the fine imposed on the London club. "What would you prefer, a fine of 12.5 million euros or a deduction of 10 points? The money received from league standings nowadays might cover that. It would be good if we could have more explanations. What real effect does the 12.5 million euro fine have?" he questioned. A sanction agreement published by the Premier League detailed that, between 2011 and 2018, Chelsea paid over 30 million euros to seven unregistered agents in connection with the transfer of seven players. In total, 60 million euros were paid to 12 entities that breached one or more rules during that period. The document stated that the sanction would have been more severe if Blue Co, the new owners, had not self-reported the infractions after purchasing the club in 2022. Everton, for its part, saw a deduction of 10 points (later reduced to six) in November 2023 for exceeding the PSR limit by 25 million euros over the three-year period ending in 2021/22. It received a second penalty of two points for a 20 million euro violation in the period ending in 2022/23. Nottingham Forest was also penalized in the same season with a four-point deduction for exceeding the limit by 40 million euros.
